pce ->exception: identifier=name, context=any ...

Raise an exception. The first argument is the name of the exception. The remaining arguments are passed as context parameters to the code dealing with the exception. The exception handlers are defined in the sheet pce<-exception_handlers.

Bugs: The exception mechanism is rudimentaly.
