use_agregates(+Paths, -Aggregated, -AggregatedBy) is det[private]: Try to replace sets of resources by an `aggregate', a large javascript or css file that combines the content of multiple small ones to reduce the number of files that must be transferred to the client. The current rule says that aggregates are used if at least half of the members are used.
